ლატვიამ დამოუკიდებლობა, ესტონეთისა და ლიტვის მსგავსად, 1991 წელს მოიპოვა. უკვე 2004 წელს კი ნატოსა და ევროკავშირის წევრი გახდა. ამ გზაზე ახალგაზრდა სახელმწიფოს ბევრი დაბრკოლების გადალახვა მოუხდა: თავიდან ჩამოყალიბდა თავდაცვის სამინისტრო, შემუშავდა სავალდებულო სამხედრო სამსახურის გეგმა ახალი ლატვიური ჯარის შესაქმნელად. დიდი პრობლემა გახლდათ რუსული სამხედრო ნაწილები, რომლებიც ქვეყნის დატოვებას აჭიანურებდნენ.
